chore(release): prepare v0.1.0-beta.9 - #380

Version bumps: backend and log-shipper pyproject (0.1.0b9) with their lock files, frontend package.json (0.1.0-beta.9), and the release kit pinned to v0.1.0-beta.9. Upgrade notes cover what beta.9 changes for an existing install: the images are multi-arch now, beta tags are published as normal releases and move :latest, bans and rate counters survive Apply configuration, and ACME_SERVER_URL is a new optional variable. No migrations.

Prepares v0.1.0-beta.9, mirroring #375's file set.
