Move the full Clang test matrix (all C++ standards, libstdc++ and libc++, sanitizers and Werror) from Clang 22 to Clang 23. This repository previously ran the full matrix on both Clang 22 and Clang 21; collapse that to a single full tier and put Clang 22 and 21 in the Release.Default-only tier alongside Clang 20 and 19, matching exemplar. The supported platforms table in README.md was regenerated with beman-readme-platforms. Verified locally with beman-local-ci --compiler clang --versions 23: 14 passed, 0 failed.
