Document release vs presubmit ref handling, omitting --stamp on PR builds, materializing bazel-bin tool runfiles, Git < 2.35 portability in workflow tests, and RELEASING.md scope. Also set LC_ALL=C in tools/update_deleted_packages.sh so sort order is independent of host locale.

Capture lessons from building release deliverables in presubmit so
future workflow changes avoid RBE cache busting, missing tool runfiles,
synthetic version tags, and Git version incompatibilities on older CI
runners. Also keep
RELEASING.mdfocused strictly on release steps.LC_ALL=Cwhen sorting intools/update_deleted_packages.shsooutput order does not depend on the host locale.
