What changed? Why?

Create the Builders and Creators pages under Get Started → Resources.

Add the Builders page with Learn, Build, Accelerate, and Scale sections.
Add a separate Creators page for the Creator Grant Program.
Place Resources below Get Funding in the navigation.
Use clear H3 headings for each resource so they appear in the page outline.
Convert calls to action into buttons: Learn More, Apply, and Apply buttons for program links.
Use white text for all buttons across both pages.
Use a Card for the Circuit Accelerator partner.

Notes to reviewers

Builders and Creators are separate pages because they serve different audiences.
The page content and layout reflect the latest review feedback.

Removed the redundant "Find your stage below…" intro line (it duplicated the description).
Moved Tutorials from Learn to Build.
Moved Builder Codes next to the grant programs under Accelerate.
Split the Creator Grant Program into its own page (docs/get-started/creators.mdx), since creators and builders are distinct audiences. The Resources section now has two pages: Builders and Creators.
Moved the Resources group below Get Funding in the navigation.

@mindapivessa Done in the latest commit (117e838): all items are now H3 headings (### Builder Quests, ### Tutorials, etc.) instead of bold bullets, so each one is scannable and appears in the page's right-hand outline.
