revert: remove capacity-provider Journey 1

Description

Reverts #2030 (feat(capacity-provider): add capacity-provider resource (Journey 1)).

Capacity-provider support needs to be coordinated with its L3 dependency and release sequencing before landing on CLI
main. This revert restores the repository tree exactly to commit 88a02ed7, the parent of the reverted merge.
