Replace legacy hardware project with ato v2 migration

Summary

• replace the legacy v1 elec/ project with the ato v2 Hyperion migration from /data/examples/hyperion-atov2
• include the pixel, pixel-row, cluster, and cluster-row models plus their generated qualification layouts
• add a shared 74LVC1T45 boundary that translates the 3.3 V active-low snake-enable signal into the 5 V NC7SZ125 enable domain
• preserve the existing firmware, media, and project history on main

Migration status

The migration is intentionally bottom-up and not yet the complete panel. Dual-row, controller, and full-panel integration remain to be migrated. The default root currently instantiates the qualification cluster.

Validation

• all ato v2 source files pass ato lang check
• all ato v2 source files pass ato lang lint
• source and configuration changes pass whitespace validation
• a complete build is currently blocked by the expired atopile library-server session in the development environment, rather than a local parser or ERC error
