Adapt Cursor poteto-help for Codex and Claude Code

Closes #113. Maintenance tracking: #1.

What changed

• Incorporate Cursor Pstack 0.15.10: poteto-help answers setup, skill-selection, and troubleshooting questions without starting the requested workflow. Actual work requests proceed under poteto-mode.
• Adapt installation, invocation, model-sheet rules, native/external delegation, startup controls, and links to this distribution. Cursor Custom Modes, excluded skills, and Cursor-only guide changes remain excluded.
• Prepare release 1.12.0 and record the validated source disposition and baseline.

Verification

• 766 Bun tests (3,935 assertions), strict typechecks, static invariants, plugin validation, and maintenance/documentation/hook/ledger checks pass. Final-head CI passes.
• Exact candidate installed and exercised in both affected hosts.
• Help-only and actual-action behavior passes from installed pstack:poteto-help.
• Evidence below names the candidate, actions, results, and limits.

Candidate fc745258bdd4b85354b81fe7ac6c9c62ade091e0 has 217 packaged files. The frozen snapshot and isolated Codex installation match byte-for-byte; Claude uses that same snapshot through session-local --plugin-dir. Final metadata head 5f95e13673ed48a6721cf57fd51986b190be7f09 has the identical package tree. The only change from the initial live-tested 253456a package is the independently reviewed documentation anchor fix, which both hosts exercised in a fresh final-package link check.

Claude’s first explicit skill-selection attempt ended with server overload (529); a fresh same-model retry recovered and passed. Failed evidence is retained, not counted as success. An unqualified Claude help question answered without loading this skill, so automatic discovery on every matching phrase is not claimed. Explicit installed invocation is proven.

Independent Sol review passes at final head 5f95e13673ed48a6721cf57fd51986b190be7f09; its one anchor finding is fixed. Copilot was requested and returned quota exhaustion, not approval; there are no inline findings. These fixtures do not test new entitlements, setup writes, hook firing, or full review panels. Personal installation and model files were preserved during candidate tests. The tested release will then roll out to local Codex under the user’s standing authorization.

Documentation impact

Add the owning skill, README entry point, and help-boundary verification recipe. Update UPSTREAM, CHANGELOG, and the ledger for the incorporated Cursor revision; existing attribution covers the Pstack-derived addition.
