Rationale for this change
asf-allowlist-check (#3550) is currently failing on every PR in this repository, unrelated to the changes in the individual PRs:
astral-sh/setup-uv@fac544c is not on the ASF allowlist
The pinned ref (v8.2.0, added in #3510) carried expires_at: 2026-09-27 and was dropped by apache/infrastructure-actions@0e7dc9e ("Remove Expired Refs"). This is the same failure mode as #3510, where the previous pin (v7.3.1, from #3172) expired.
Updating to v10.2.0 (c18668ad3cf93ea998bef934396af7bb5c839dc7) avoids the current failure and is the only astral-sh/setup-uv entry in the allowlist without an expires_at. There is no CI-breaking impact here: v9.0.0 changed the prune-cache default to false, and v10.0.0 disabled caching under enable-cache: auto for release and tag-push events. Neither affects the existing workflows in a problematic way.
