Thanks for this. I've confirmed that on linux (for x86/amd64 at least), we do use our binaries, so this will work. On arm64, r-universe builds from source so GCS will be disabled there. We should finish up #36193 to unlock that.
I've also added some developer docs about which features are enabled/disabled and why in #49068

Rationale for this change
Turning off GCS on CRAN to prevent excessive build times, need to tell people who wanna work with GCS how to do that.
