Why

GitHub begins migrating ubuntu-latest to Ubuntu 26 on 2026-10-19 (actions/runner-images#14748); pinning keeps CI on the image ubuntu-latest resolves to today.

Validation

• buf build / buf lint: lint job in buf.yml passed on this PR on ubuntu-24.04 (run)
• Markdown and links: markdown and links jobs in docs.yml passed on ubuntu-24.04 (run)
• dco-comment (dco_comment.yml) passed on ubuntu-24.04 (run)
• Commits include a DCO sign-off; workflow YAML parses; git grep ubuntu-latest returns nothing

Validated by PR CI: 4 of 5 changed jobs. buf.yml and docs.yml run the same jobs on push to main, so post-merge runs need nothing extra.

Not validated before merge — buf-push.yml (push job): it only runs on a v* tag push or a workflow_dispatch from main (the job's if: skips any other ref), and every run publishes the schema to the Buf Schema Registry with BUF_TOKEN. A test dispatch would publish a real BSR commit, so I didn't run it. It is validated on the next release tag. Today ubuntu-latest resolves to the same ubuntu-24.04 image, so the job gets no new image.
