Update to Jarl v0.6.0 if running locally.

• Remove trailing commas.
• Add jarl.toml config file to ignore empty, but required, R/_disable_autoload.R.
• Bump to dev version 0.8.0.9000.

Locally I added:

x = data.frame(a = 1, a = 1)

to /_disable_autoload.R and ran jarl check . from the command line - all checks passed! Then added the line to app_ui.R where the line was flagged as "Avoid duplicated arguments..." as expected.
