Update Paper support to 26.2

Summary

• update Paper API dependency and plugin api-version to Paper/Minecraft 26.2
• add missing 26.2 BlockData handlers for decorated pots, hanging moss, mossy carpets, potent sulfur, and generalized speleothems
• update language keys and README requirements for Paper 26.2 / PacketEvents 2.13.0

Verification

• mvn -q package
• parsed plugin.yml, en_US.yml, and zh_TW.yml with PyYAML
• launched Paper 26.2 build 48 with PacketEvents 2.13.0 release jar and verified DebugStickPro 0.5.3 enables successfully
• compared Paper 26.2 BlockData interfaces with declared setters against BlockDataSeparater; only Switch is not directly handled because it is covered by the existing FaceAttachable handler
