Standardizes with docs/scangov-com, which already track it. Enables normal npm audit fix going forward instead of needing package.json overrides.
@11ty/eleventy alpha->stable (3.0.1-alpha.4->3.1.6), eleventy-img, eleventy-navigation, eleventy-plugin-rss, is-land, csv-parse, cross-env, zod, zod-validation-error, purgecss - all majors verified via build + output checks. Builds on top of the still-open track-package-lock branch.
