Update `global.json` to specify .NET SDK 11.0.100-preview.4.26230.115 and allow prerelease versions. Target `net11.0` across all projects. Adjust CI workflow to install both 10.0.x and 11.0.x SDKs for building. Includes minor code adjustments for .NET 11 compatibility, such as `WriteLineAsync` overloads.
