An authorization server could trust a publisher identifier without a channel that binds it to the declaration.
Proposed rule: Define publisher identity as an attribution claim until an accepted channel or mapping authenticates it.
Why: Putting the condition beside the field prevents a reader from treating a URI label as verified identity.
