Add Branding & Logos page with NWB artwork - #182

Move the contents of the nwb-artwork repository into static/branding so that repository can be archived. The new /branding/ page offers the main logo variants for download, lists the brand colors, links to logo folders for NWB software, and asks people to request permission on the NWB Help Desk before use, since there is no branding usage policy yet. Letter-size source sheets, the 64x64 brain PNG misnamed as 512x512, and the internal video call background live in static/branding but are not linked from the page.
