Add opt-in Lua development dependencies for Ubuntu and RHEL-family systems and append the configure flag for both NVML and non-NVML builds. Normalize boolean input so a string value of
falsedoes not enable the option. Inert Ansible tests cover configure selection and distro-specific dependency selection. Role lint, playbook syntax checks, existing regressions, whitespace checks, and public sanitization pass. No package installation, Slurm compilation, or plugin runtime validation was performed.
