ci: automate the awaiting-response triage label - #3334
Issues that wait on their reporter (label awaiting-response) stay open with no follow-up, and nothing returns them to the triage queue when the reporter answers. This PR adds two small workflows that automate that label: one warns and then closes an issue that gets no reply, and one removes the label when the author replies. It also makes the existing triage-label workflow run in the private mirror.
Changes
.github/workflows/triage-close-awaiting-response.yml: a daily actions/stale run (pinned to v11.0.0) on issues labeled awaiting-response. After 7 days without activity it posts a warning and adds stale; 7 days later it closes the issue as not planned. Any activity removes stale and restarts the clock. Pull requests are never touched.
.github/workflows/triage-author-reply.yml: on a new comment by the issue author on an issue labeled awaiting-response, removes that label and stale, so the issue shows up in the triage queue again. The event fields reach the shell only through env.
.github/workflows/triagelabel.yml: the owner check also accepts NVIDIA-dev. The private mirror carries this file, but its check matched only nvidia, so the job never ran there.
Both new workflows run only when the repository owner is NVIDIA or NVIDIA-dev, so forks do not run them.
Related Work
Part of the team's triage process: the awaiting-response label hides an issue from the triage queue while it waits on the reporter, and these workflows close or return it.
Add two issue-triage workflows:
- triage-close-awaiting-response.yml: a daily actions/stale run on
issues labeled awaiting-response. After 7 days without activity it
posts a warning and adds "stale"; 7 days later it closes the issue as
not planned. Pull requests are never touched.
- triage-author-reply.yml: when the issue author comments on an issue
labeled awaiting-response, remove that label (and "stale") so that
the issue returns to the triage queue.
Both run in NVIDIA and NVIDIA-dev. Extend the owner check of
triagelabel.yml to NVIDIA-dev as well: the private mirror carries this
file, but its owner check matched only "nvidia", so it never ran there.

If an open PR has a `stale` label and receives activity, `actions/stale` can
remove that label despite these `-1` settings. The action processes
already-stale PRs before checking the close timer.

New Features
Issue authors who respond to eligible issues will have the “awaiting-response” label removed, along with any “stale” label.
Eligible issues without activity will be marked stale after 7 days with a warning, then closed as “not planned” after a further 7 days.
These triage updates now apply to repositories under both NVIDIA and NVIDIA-Dev. Pull requests are excluded from stale marking and closure.
The pull request adds workflows to remove triage labels after an issue author replies and to mark and close inactive awaiting-response issues. It also extends the existing triage workflow to repositories owned by nvidia-dev.

Reply-triggered label removal and triage scope .github/workflows/triage-author-reply.yml, .github/workflows/triagelabel.yml
The comment workflow removes awaiting-response and stale when the author of a non-pull-request issue comments. The existing triage workflow now also runs in nvidia-dev repositories.
Inactive issue warning and closure .github/workflows/triage-close-awaiting-response.yml
The scheduled or manually dispatched workflow marks an inactive awaiting-response issue as stale after 7 days and closes it as not_planned after another 7 days. Pull requests are excluded.

Currently the labels, milestones, etc. are not synced between the repos, AFAIK. I believe it'll be better right now to not explicitly include NVIDIA-dev; we can do that later, in connection with a proper sync; and after we know this new feature has been working reliably on main for a while.

These -1 values disable marking and closing PRs, but the pinned action still processes already-stale PRs and can remove their stale label after activity. Please also set remove-pr-stale-when-updated: false so this workflow leaves PR labels unchanged.
It'd be good to know what you think about it; that'll help me figure out what codex findings need more scrutiny. E.g. was the finding completely off, or too edge-casy?
Sorry I forgot to post this here with my initial review comment:
codex:
If the author replies after this automation has closed the issue, the reply workflow removes awaiting-response and stale but leaves the issue closed. It therefore won’t return to an open-issue triage queue.
The closing message says “we’ll reopen it.” Is the intention that a maintainer notices the reply and reopens the issue manually, or should the workflow reopen issues closed by this automation?
