Sync KV cache manager init status across CP ranks on the GPU-only aggregated Helix path so a failed allocation aborts every rank instead of hanging peers. Require pp_size == 1 for the opt-in schedule check, since the PP loop never calls it. Register the Helix preemption test in l0_a10 and mark the new init-sync test cpu_only. Sync KV cache manager init status across CP ranks on the GPU-only aggregated Helix path so a failed allocation aborts every rank instead of hanging peers.
