[None][infra] Add a probe workflow for running Check Test List on Git… - #21008
Measures whether the Jenkins Check Test List stage can move to a GitHub runner: runner resources and docker support, container jobs, network reach to urm/artifactory and the public package indexes, and the install time, disk use and collection result for requirements-dev with CPU torch, with CUDA torch, and with GPU-only packages removed. Results are reported in the job summary; nothing is gated.
Dev Engineer Review
The workflow probes runner resources, Docker container jobs, network reachability, dependency installation, CUDA library visibility, and check_test_list.py collection. It reports results in the job summary and does not gate the probe on install or collection failures.
The reduced dependency probe filters packages by name pattern. Its results may not represent every GPU-only dependency or transitive dependency in requirements-dev.txt.
The workflow runs three independent jobs and does not make the collection job depend on the runner or container-job results.
QA Engineer Review
No test changes.
Per-File QA Perspective
.github/workflows/check-test-list-probe.yml: Adds a manually dispatched and branch-triggered diagnostic workflow. Verify the runner label, package-index access, CUDA package index, and collection summary on the target GitHub runner; the workflow’s continue-on-error steps preserve diagnostic output when installs or collection fail.

PR, and run each probe job on both the NVIDIA-hosted CPU runner and
ubuntu-latest to compare reach, disk and install time.

The new GitHub Actions workflow reports runner and network diagnostics, checks container-job support, and runs three dependency probes. Each probe attempts test-list collection and records installation, collection, and resource results.

Summary
Probe setup and execution .github/workflows/check-test-list-probe.yml
The workflow adds runner and network diagnostics, a container-job support check, and full, CUDA-full, and reduced dependency probes. It records installation and collection outcomes, timings, disk use, and collection errors. Failed dependency installation and collection steps do not stop subsequent steps.
The informational probe can run, but its dependency installs have unnecessary access to the checkout token and potentially to write permissions. Restrict both before relying on the workflow.

Add a workflow-level permissions block.
The workflow has no permissions: block, so it uses the default token scope. Every job only reads the repository. Several jobs install third-party packages. Restrict the token to read-only access.
Based on learnings: jobs that do not push commits, tags, or releases should declare minimal workflow-level permissions such as contents: read.

Disable checkout credential persistence in the collect job.
The collect step loads llm/scripts/check_test_list.py, disables its internal pip installation, and runs module.main() with the L0, QA, waiver, validation, parity, and duplicate-waiver checks. Its visible operations use trt-test-db, pytest collection, and file handling. They do not require an authenticated Git operation.
The earlier pip installation steps can execute third-party build code in the same job. That code can access the checkout token while credentials remain persisted. In checkout v6, the token is stored in the runner temporary directory and referenced through Git configuration; it is not stored directly as a token value in llm/.git/config.

…he NGC image
urm.nvidia.com does not resolve from GitHub-hosted runners, so trt-test-db
cannot be installed there. check_test_list only uses it to list every test
name in the test-db YAML files, so fall back to a stand-in that reads them
directly. Also collect inside the public NGC PyTorch base image to compare
its pull time with a plain pip install, and run the NVIDIA self-hosted
runner jobs only on push and manual triggers, since those runners reject
pull_request events.

…he NGC image job
mpi4py.MPI is imported at module level by tensorrt_llm/_utils.py and needs
libmpi, which the CI image ships but GitHub-hosted runners lack; install the
openmpi wheel. Keep mpi4py in the reduced set, split the trt-test-db summary
row, and remove the NGC image job (its pull alone takes about 4 minutes).

…cache
Keep only the configuration that collects successfully (CUDA torch plus the
full requirements-dev set on ubuntu-latest), always use the trt-test-db
stand-in, and cache pip downloads through setup-python to measure a warm run.

The AST validation cannot check this runtime-computed ID, so only pytest
collection in check_test_list catches it. Temporary; not for merge.
