release: prepare v0.1.8

Patch release with the MCP test EOF-race fix. No behavior change.

Version 0.1.8 comes from everywhere the release contract requires: workspace metadata, all eight npm manifests with exact launcher ranges, lockfiles, docs, and a new satelle-cli@0.1.8 changelog heading.

Proof: Tegami dry-run passes, release.cjs check emits the v0.1.8 plan (six targets, canonical publication order), npm test on a Linux box (result to follow), docs schema-check plus site build.

Tag step is intentionally not included: creating the signed v0.1.8 tag needs the release signing key. After merge, tag the merge commit and the tag workflow takes it from draft to public.
