release: prepare v0.1.7

Patch release with the redacted support bundle export plus the Windows scheduler principal docs.

Version 0.1.6 comes from everywhere the release contract requires: workspace metadata, all eight npm manifests with exact launcher ranges, lockfiles, docs, and a new satelle-cli@0.1.7 changelog heading.

Proof: Tegami dry-run passes, release.cjs check emits the v0.1.7 plan (six targets, canonical publication order), npm test green on a Linux box (104 pass; the single PowerShell installer test needed pwsh installed, then its file passes 11-0), Fumadocs schema-check plus site build green.

Tag step is intentionally not included: I have no signing key, and the runbook requires an authorized releaser to create and push the signed v0.1.7 tag. After merge, run git tag -s v0.1.7 -m "Satelle v0.1.7" && git push origin v0.1.7 and the tag workflow takes it from draft to public.
