Redid the fix for the umask grate; closes #209

Umask grate: 10/10 passed

I turned off the PR gate trigger for grates to prevent GCP costs. We have a PR to make sure tests only run for modified directories, but I haven't reviewed it yet. I'll test the changes to make sure it works as expected, and then re-enable the PR gate trigger.

No worries. I'm thinking about how we can check the current status of all pipelines. Since every pipeline is still updating, it is hard to understand the current status.

What does "the current status of all pipelines" mean here? The ci results of each pr or..?

I mean everything across lind-wasm, grates, and apps.

Since all three repos are still getting pipeline updates, I think I have to write a document to check the current status
