TagBot: Manual intervention needed for releases #334

Created the release manually for now. Let's see if this issue continues in future releases - in which case we will set up a PAT.
Reacted by kimikageFor reference, the commit tagged as v0.9.1 (d1a812f) may require
workflows=writebecause it updates the workflows (Invalidations.yml).However, creating the latest release of Colors.jl failed even though the commit have not changed the workflows (xref: JuliaGraphics/Colors.jl#589).
In contrast, in the ColorTypes.jl, also in JuliaGraphics, TagBot successfully created a release.
I haven't been able to identify what makes the difference between success and failure.I'm not sure what makes it different from Colors.jl case, but the TagBot worked anyway.
