[Feature] have like alchemy.run a llms.txt on effect website

Alechemy.run uses the default llm standard for easy llm access:

• https://alchemy.run/llms.txt - navigation index for agents, all guides/concepts with one-line summaries.
• https://alchemy.run/llms-full.txt - full per-resource API reference, linked from llms.txt.

it would be awesome if effect also would have that so one could simply start (what oxlint effect libs and other best practice skills one should need to build a awesome effect app)
