Because of the ongoing difficulties in the me-south-1 region allow for failures when updating the layer version there. This will allow us to continue to keep other regions layers up to date, but me-south-1 would continue to be a layer behind if it cannot update. This is okay since this is still a valid layer version, it just may not be as up to date.

What does this PR do?
Because of the ongoing difficulties in the me-south-1 region, allow for failures when updating the layer version there. This will allow us to continue to keep other regions layers up to date, but me-south-1 would continue to be a layer behind if it cannot update. This is okay since this is still a valid layer version, it just may not be as up to date.
Motivation
Current availability issues in me-south-1 are blocking layer updates for other regions.

The updated layers are included in this PR, generated from the script updates.
