Add anomaly detection dependency group

Summary

Add an anomalydetection dependency group pinning Optuna to 4.5.0 and update uv.lock.

Motivation

The anomaly-detection ablation CI jobs in datadog-agent#56628 need Optuna. This group lets those jobs use dda inv --feat anomalydetection, keeping the dependency version in DDA rather than inline in CI commands.
