Adds complete Russian localization to the project. The locales/ru.yml file contains translations of all interface strings into Russian, including:
Russian language is already added to the locale selector (src/modules/i18n/components/locale-selector.vue), so after merging this PR users will be able to select Russian language in the interface.
The translation is based on the English localization (locales/en.yml) with terminology commonly used in the Russian IT sector
