The reviewers had been chosen to match the CODEOWNERS and are who had been on the CC list for ages, but it is time to narrow the list. Since the PRs are now generated by a bot, direct them only at the primary maintainers of the tools involved and the primary maintainer of this repo. Doesn't keep someone else from approving, per CODEOWNERS, merely who we tag. Note that <https://github.com/peter-evans/create-pull-request> documents `reviewers` as: > A comma or newline-separated list of reviewers (GitHub usernames) to request a review from.
