Collect resource usage of modules

Collect data about resource consumption.

• Surface this data in a way that allows Checker Node and Checker App to visualise it to node operators.
• Submit this data to Checker Network infrastructure to give Subnet builders visibility into the resource consumption.

Metrics to collect:

• CPU time spent
• Memory used
• Network requests performed
• Network bandwidth consumed (upload, download, combined)

Per module request count would also be useful for Spark - as I was working with Glif on debugging the high RPC request count, I realized we don't have request stats for the network
Ie we have to ask Glif for how many outgoing requests we create
