cargo-deny now fails on every branch, main included, because of RUSTSEC-2026-0285: rustls < 0.23.45 accepted TLS 1.3 handshake messages across encryption-level boundaries. It is what is blocking #109 and #110.

This PR changes only the lockfile:

crate from to
rustls 0.23.41 0.23.45
rustls-webpki 0.103.13 0.103.15
aws-lc-rs 1.17.0 1.18.1
aws-lc-sys 0.41.0 0.45.0
pkg-config (build) — 0.3.34

Every crate in the table declares MSRV 1.71 or lower, so all are within our 1.86. The licenses are already on the deny.toml allowlist. cargo build --locked passes locally.

Once this merges, re-running the checks on #109 and #110 should clear the cargo-deny failure, with no rebase needed.

TLS 1.3 handshake messages were accepted across encryption level
boundaries in rustls < 0.23.45. The cargo-deny gate now fails on it for
every branch, main included. Lockfile-only: rustls 0.23.45, rustls-webpki
0.103.15, aws-lc-rs 1.18.1, aws-lc-sys 0.45.0 (+ pkg-config 0.3.34 as a
build dependency). All declare MSRV 1.71, within ours (1.86).
