can you provide a full windows build guide. very difficult to build.

I see multiple problems in the configuration including : a 3090 card which supports up to sm_86 but sm_89 architecture being used. CUDA 12.9 used with MSVC 14.38.33130 which is probably not supported etc.
I don't have a windows installation so I cannot replicate your setup :(

The WSL guide is what people have reported working so this is my suggestion
