Summary

create a dedicated informer factory for ClickHouseOperatorConfiguration scoped to the operator namespace
keep CHI and CHIT informers scoped by the configured watch namespace settings
register all event handlers in one place while wiring CHOP config handlers to the dedicated informer factory
