feat: align CLI breadth, limits, and stream contracts

Summary

• Adds oxa breadth current and oxa breadth history through the typed @0xarchive/sdk HIP-3 breadth client.
• Preserves nullable valuePct, supports all six served history intervals, keeps cursor pagination intact, and states the 2026-08-28 history boundary.
• Retains the candidate's existing family-specific limits, cursor guidance, and Lighter replay-only stream contract.
• Raises the SDK dependency floor to the intended 1.9.1 release line.

• Focused HIP-3 breadth CLI suite (6 passed)
• Full Vitest suite (27 passed)
• Typecheck passed
• Production build passed
• npm pack --dry-run --ignore-scripts --json passed
• Clean packed CLI current and history executions passed against the exact packed SDK candidate
• git diff --check, exact-path validation, and residue checks passed

Baseline notes

• This repository does not define a lint script; tests, typecheck, build, package, and packed-execution gates are green.
• No package was published, tagged, merged, or released. The npm registry remains on 1.7.0.
