this feature will allow to use full version of overlock in container

🎤 Context

To make overlock running in Kubernetes or local "Docker" environment, required fresh build of OCI images.

✌️ Possible Implementation

1. Create Dockerfile for build overlock with all plugins.
2. Update release GHA with build of OCI images for all archs and push it to GH packages.
