Place decoupling caps beside connected main-chip pins

Summary

• reposition inferred decoupling capacitors after final partition packing so they sit beside the strongly connected main-chip pin side
• spread capacitors along the pin-side axis using component size plus the configured decoupling-cap gap to avoid collapsing same-net caps into one row
• handle rotated main-chip placements when deriving the target side and pin coordinate
