Add a local integration test harness for a Soroban test network

Description

Contributors currently rely on cargo test (in-process testutils) or manual testnet deployment -- there's no docker-compose or script spinning up a local standalone Soroban network for closer-to-production integration testing.

Requirements and context

• Research Stellar's local network / quickstart Docker image options

Suggested execution

1. Fork the repo and create a branch

   git checkout -b tooling/local-network-harness
   

2. Add a docker-compose.yml or setup script for a local Soroban network
3. Document the workflow for deploying and testing intent_settitution against it locally
