Make .NET charts pass the chart-verifier.

https://github.com/openshift-helm-charts has two .NET charts:

• .NET application: https://github.com/openshift-helm-charts/charts/tree/main/charts/redhat/redhat/dotnet
• .NET image streams: https://github.com/openshift-helm-charts/charts/tree/main/charts/redhat/redhat/redhat-dotnet-imagestreams

These charts are functionally working.

The openshift-helm-charts has a chart-verifier tool: https://github.com/redhat-certification/chart-verifier.

This issue is for updating the charts so they meet all the expectations of the verifier tool.

Status update.

With the 9.0 update, image stream chart meets the intended requirements. However the chart-verifier is not passing because it is too strict when making some checks:

• The verifier does not like the use of image names that are not fully qualified in tests. Verifier issue: images-are-certified flags non-certified images coming from a chart's tests redhat-certification/chart-verifier#480
• The verifier states that we don't have a Values file (Values file does not exist). We do have one, but it is empty because the chart needs no values.
