Sidebar: always-visible project icon row as a one-click filter

Problem

The project filter sits behind a picker, so changing scope always takes two steps (open the picker, then choose), and I can't see at a glance which projects have activity. I switch between a few projects all day, and that friction adds up.

Proposal

An optional row of project icons pinned above the thread list, always visible.

• Click an icon to filter to that project. Click it again to clear the filter and show all projects.
• Shift-click or long press adds a project to the filter. This fits the multi-select idea in Sidebar: project filtering with multi-select #10500 and also works one-handed.
• Each icon shows an activity or attention dot (working, waiting for approval, unread), so I can see where I'm needed without changing the filter.
• Drag to reorder, and optionally hide projects from the row.
• If there are too many projects, the row scrolls horizontally or collapses the extra ones into a "+N" overflow button.
• A setting turns the row on or off, so the current picker stays the default.
