I have no idea how good/bad this idea, but assuming I understand correctly what ServerSpecificSettingBase::ResponseMode does, it would be quite useful for some Server-only settings where you do something every time the value is modified and would allow us not to worry about tracking whether it's the first time acquiring the value (which I have done unsuccessfully).
