What does this Pull Request accomplish?
AB#4147280 is active. Until that's fixed we need to pin to 3.14.8 to fix our PRs and workflows.
Also updating minimum tested version to Python 3.11 and dropping Python 3.10 since it's EOL.
Why should this Pull Request be merged?
Fix build and renovate update PRs so we can keep up-to-date.
