VCD from pulseview fails to load

I'm using pulseview to do capture and then ngscopeclient to do analysis ( no direct hw support to do capture in ngscopeclient ... ) but the VCD fails to import despite it loading fine in gtkwave

Test case :

test_vcd.zip

• flash.vcd is the original
• flash3.vcd is loaded by gtkwave and re-exported, loads fine.

There are two issues here:

• VCDImportFilter says //VCD is a line based format, which I think is simply untrue. IEEE 1364-2005 seems unambiguous that it's a sequence of non-whitespace tokens separated by whitespace, and lines have no significance. Most other VCD readers, and pulseview's VCD emitter, seem to agree.
• Initial variable states are provided after time has been set to #0, without explicitly being wrapped in $dumpvars...$end. This is definitely syntactically legal, though certainly unconventional... shouldn't be hard to support though
