[Bug - Partner Center] Review stuck for metadata-only update - headroom

Describe the bug
Extension "headroom" was approved on 2026-07-22. A metadata-only update (description + YouTube video link) was submitted on 2026-07-23 with zero code changes. Status has been "In review" for 7+ days with no email or dashboard notification.

To Reproduce
Submit a metadata-only update via Partner Center → Extensions → headroom. Observe status stuck at "In review".

Expected behavior
Per docs, metadata-only certification takes a few hours to a few days. 7+ days is an outlier.
