Fire notifications during times when CHW is working

What feature do you want to improve?
When Android notifications were added, the notifications for tasks can fire right after midnight.

Allow the notifications to fire at a configurable time per deployment.

Additional context
Nepali deployments are testing a scenario in a clinical setting where there may be dozens of immunizations to do per day. Getting the notifications before the day is started makes them hard to find. Maybe the concept of getStartOfDay() could be used?

In the CHT settings, we can set these values:

  "schedule_morning_hours": 8,
  "schedule_morning_minutes": 0,
  "schedule_evening_hours": 6,
  "schedule_evening_minutes": 0,

Sentinel reads these values to determine the hours during which the scheduled messages can be sent.

Could we reuse or add similar configuration values for task notifications?

Though maybe this ticket is in the wrong repo then? Maybe not - I'm not sure of the interplay between CHT Android and CHT Core in this context

I think control of the timing of notifications will almost certainly need to be done in cht-android. (So this issue is in the right place.) However, it might be nice to load the configuration from the CHT settings (instead of baking it in the app).
