pkg-config --print-variables libsystemd only returns these variables:
pcfiledir
prefix
exec_prefix
libdir
includedir

While pkg-config --print-variables systemd prints a lot of others, including systemdsystemunitdir and systemduserunitdir.

EDIT: more exactly systemd-dev (>= 253-2~) | systemd (<< 253-2~) is to add in d/control under build-deps

Why is this targeting 6.6? Unless some distro is actively broken over this currently, we don't plan on backporting here... this should only target master.

edit:
and it should include the debian/control fix also.

Yes, should be target master and d/control part is missed.
About backports to 6.6 I think is needed becuase session: Add graphical-session.target support was backported to it and is used in 6.6:
