Cursor Jumps to Top of Page

I wonder if it is related to comments interface overlay?

See attached .gif. Shows hitting enter 2x at the begining of the line with intent to enter new text above. With cursor now 2 lines above original text, cursor jumps to top of page and removes 2 blank lines.
