[Feature Request] Add checkbox to enable overwritting existing problems on upload

When I edit a problem locally and upload the updated .zip to Hydro, the system assigns a new PID if that PID already exists. I can't delete the old problem to reuse the PID because it would result in the loss of historical submission records.

It would be highly appreciated if we could add a checkbox (e.g., "Overwrite when PID exists") to the upload interface. This would allow users to update existing problems without breaking the link to past submissions.

What's the detailed use case for this? to my opinion you can always copy-paste markdown then drag all testdata file to files page.
