Cannot use in air-gapped environment

Reproduce steps:

VSCode version: 1.106.3
Python: 3.11.4
Already installed uv. Setup a virtual (.venv)

• download the spec-kit-template-copilot-ps-v0.0.90.zip
• unpack into project root.
• in copilot chat. run /speckit.specify

The instructions in speckit.specify.prompt.md outline a detailed process for creating a feature specification and branch. To proceed, I need a feature description (the text after /speckit.specify) to generate a branch name, create a feature structure, and follow the outlined steps.

I've also tried to run in my VSCode terminal (powershell)
(.venv) PS F:\src\project_root> init --here --force --ai copilot --no-git

I can see selected AI assistant: copilot and Selected script type: ps
