Describe the bug.

It returns DonetAcquisitionFinalError when ask agent to uninstall .net runtime on Ubuntu

Reproduction Steps

1. On Ubuntu 26.04 or 24.04 , login VSCode with your GitHub Account to enable usage of CoPilot
2. Ask the agent in the chat window to install .net runtime and follow the instructions until .net runtime is installed successfully
3. Ask the agent in the chat window to uninstall .net runtime
4. Observe

Expected Behavior

.net runtime is uninstalled successfully.

Exceptions & Errors (if any)

It returns DonetAcquisitionFinalError when ask agent to uninstall .net runtime

This issue is reproduce on both Ubuntu 26.04 and 24.04

Also repro when uninstall 11.0.100-preview.4.26230.115 on windows and mac.

The preview versions aren't supported so that's due to a separate issue.

The core issue here is that its trying to uninstall a global version using a global API but as if its a runtime, so it uses SDK version parsing logic. Maybe we should add a mode option for uninstall as runtime or sdk + the local vs global flag and mention that runtime 'global' uninstall is not supported. Ill also double check that the tool is for uninstall sdk and not uninstalilng sdk and runtimes.
