Could not request certificate: Connection refused - connect(2) for "puppet" port 8140

I am using Codespaces IDE. I followed instructions from GitHub in installing docker and puppet.
I have Puppet agent installed on Node1
When i try to ping puppet. Its pinging
But when i try to run puppet agent -t
Getting the error: Could not request certificate: Connection refused - connect(2) for "puppet" port 8140
I am using Ubuntu.
I am new to this environment. Kindly help me fix this issue.
I checked Puppetserver is running.
But one thing to be noted.
When i ran service puppetserver start , It took a long time. So i closed and started again and status shows it is started. Also I have enbaled puppetserverb
